Willie Franklin Bullock, 90, was born on December 2, 1934, to the late Willie Gray Bullock and Helen Dickens Bullock. Affectionately known as “Frank” to many and “Busty” to his children, he departed this earthly life on October 7, 2025. Although an only child, Willie was surrounded by extended family and beloved cousins whom he considered siblings.
Willie was passionate about education and had many hobbies. While a student at Person County High School, Class of 1952, he also worked as a part-time DJ at WRXO in Roxboro, NC. He went on to graduate from the Illustrious North Carolina A&T State University in 1956 and remained a proud Aggie, rarely missing a homecoming.
In 1960, Willie married “the little girl with pigtails,” Elaine Noell, whom he first met as a child in Sunday school in Roxboro, NC. He often said, “She was the best-looking girl around.” Together, they moved to Washington, D.C., where they welcomed two children, Freda (deceased) and Brian, both of whom they loved dearly.
Willie enjoyed a long and successful career with the Federal Government while also working part-time as a real estate broker. After retiring from the Department of Defense in 1996, he began a second career in real estate appraisal and operated local vending machines.
In his spare time, Willie loved being outdoors, tending to his yard, going to car shows, and exercising. He faithfully walked three miles daily and looked forward to spending time with his family upon returning home. He took great pride in what he called the “three G’s” — Garden, Grass, and Granddaughter. In retirement, he embraced his role as “Dance Grandpa,” chauffeur for school drop-offs and pick-ups, and adventure partner. As his granddaughter Taylor grew older, Willie enjoyed sharing jokes and relaxing with a glass of wine alongside his beautiful wife, Elaine. The two soulmates often traveled up and down I-95 to stay connected with family in North Carolina because, as they both believed, there’s no place like home.
Willie leaves behind a legacy of love, laughter, and devotion. Cherishing his memory are his wife, Elaine Noell Bullock; son, Brian Bullock (Dean); and granddaughter, Taylor E. Graham. He is also remembered by beloved sisters-in-law, a brother-in-law, cousins, nieces, nephews, extended family, and friends.
In lieu of flowers, the family request a donation to the Bladder Cancer Advocacy Network or the American Lung Association.
Funeral arrangements:
Public viewing at Alan L. Lawson Mortuary Chapel 209 Chub Lake St. Roxboro, NC on Thursday, October 16th from 1:00 - 6:00pm with the family present from 5:00 - 6:00pm.
The funeral service will be held on Friday, October 17th at Noon at the Alan L. Lawson Mortuary Chapel at 209 Chub Lake St. Roxboro, NC. Family visitation from 11:30 am - Noon. Eulogy by Rev. William Foust, Pastor of the Chestnut Grove Missionary Baptist Church, Semora, NC. Burial will follow in Peace Memorial Garden.
